David is a recognised leader in career development, with over 25 years of experience shaping policies and practices to enhance career services. As the Executive Director of the Career Industry Council of Australia (CICA), he has driven innovative, research-based strategies to advance career development. His expertise spans career development policy, practice, and advocacy, with a strong focus on evidence-based guidance, workforce readiness, and skills development. His work has made him a key voice in policy discussions, shaping impactful programs that optimise human potential.
Beyond his leadership at CICA, David advises government and industry groups on employment, training, and workforce transitions, influencing policies that enhance career development infrastructure in Australia and internationally. As a Board member of the International Centre for Career Development and Public Policy, he contributes to global discussions on best practices. His tenure on the Australian Government’s National Careers Institute Advisory Board helped shape national career development strategies. Committed to innovation, David has played a pivotal role in integrating career development into broader workforce planning, setting a benchmark for national and international career services.

Recognising Experience as Learning: Innovating Career Practitioner Development through Independent Learning Pathways
Biography
Dr Glenys Ker is an Associate Professor at Capable NZ, Otago Polytechnic, and a highly experienced career development practitioner with over 25 years of practice in the field. Holding a range of qualifications in career development, she has worked across tertiary education, private practice, and organisational settings since 1996.
Glenys brings an integrated professional identity as both educator and career practitioner. As the owner of CareerFit and an active practitioner providing career coaching for a global organisation, she maintains a strong connection to contemporary practice. This dual perspective underpins her work in work-based learning and professional practice education, where she supports career practitioners to critically reflect on and gain recognition for their learning through experience.
She has played a key role in the development of the Independent Learning Pathway (ILP), an innovative model enabling practitioners to achieve formal qualifications grounded in their professional practice. Her research and scholarship focus on career practitioner development, professional identity, and inclusive, flexible learning pathways.

Scaling Equitable Career Development: Applying Implementation Science to Improve Access and Quality
Biography
Dr. V. Scott H. Solberg is Professor at Boston University Wheelock College of Education and Human Development and Co-Director of the Wheelock Center for Future Readiness (WCFR). He is internationally recognized for research that advances systems change in education and workforce development policy and practice at scale. Using an implementation science lens, his work identifies how evidence-based career and workforce development practices can be effectively adopted, scaled, and sustained across diverse settings. Dr. Solberg partners with states, districts, workforce boards, and community-based organizations to design coordinated infrastructure that connects schools, postsecondary pathways, and employer systems. His international collaborations include work in Singapore and India, where he has supported efforts to strengthen career development systems, build educator capacity, and expand equitable access to workforce pathways in rapidly evolving economies. As a leader in Individualized Career Planning (i.e., Individualized Learning Plans), Dr. Solberg’s work integrates career development with social-emotional learning to strengthen youth identity, agency, and long-term economic mobility. His research and technical assistance have informed policies and practices reaching millions of students nationwide. He has authored numerous publications translating research into scalable strategies for system leaders, including Making School Relevant with Individualized Learning Plans (Harvard Education Press), and co-edited major volumes on career and workforce development.
