Biography

Donnalee Bell is Co-CEO of the Canadian Career Development Foundation (CCDF) and a recognized leader in career development research, policy, and practice innovation. With more than 25 years of experience, she has worked with governments, funders, and service providers across Canada and internationally to design, test, and scale evidence-based approaches that improve workforce and social outcomes. Donnalee co-created In Motion & Momentum+ (IM&M+), a nationally recognized career readiness program that supports individuals facing complex barriers to employment. The program has been implemented across Canada and rigorously evaluated, demonstrating significant impacts on employment, mental health, and reduced reliance on social assistance. Her work focuses on bridging policy and practice—strengthening public employment systems, advancing career readiness, and ensuring services are responsive to the realities people face. A respected researcher and thought leader, her work has been featured in major national media and informs policy conversations on inclusive workforce development and economic resilience.
